The $80 would go to the local council to pay for the bin replacement which as the landlord and rate payer unfortunately makes it your responsibility. +1 You're the one that has to pay, unfortunately. Ask the tenant to put an identifier on the new bin though to make it harder to steal - the street no or something.
I have had my bin go missing a number of times since being in the house just over 15 months. I am keen to try and see if there is an easy way to locate them as one time our bin was taken by a neighbour by accident .
